Purpose

On November 5, 2024 the voters of the City of San Marcos approved a temporary one percent sales tax by a majority vote, known as “Measure Q.”  Section 3.22.110 of the San Marcos Municipal code establishes a Citizens’ Oversight Committee. The Citizens’ Oversight Committee shall automatically dissolve once all Measure Q revenues have been collected, expended, and accounted for, and that the Citizens’ Oversight Committee shall have fulfilled all of its responsibilities.

Per Section  3.22.110 the Citizens’ oversight Committee shall:

  • Serve in an advisory capacity to guide the expenditure of the funds throughout the life of Measure Q through the review of the spending plan and budget as part of the City’s annual budget process.
  • Annually review the Independent Auditors' Report and compliance on revenues and expenditures and the Measure Q Spending Plan. After conducting such review, the Citizens’ Oversight Committee shall report to the City Council, as part of the City’s annual budget process, regarding its findings and recommendations.
  • Conduct at least two (2) open public meetings per year, properly noticed and posted agendas, and reports and minutes pursuant to the Brown Act.

Make a finding prior to any future renewal of the tax measure that, in the absence of extenuating circumstances, funds have been expended on improved infrastructure

Length of Term: Three years
Responsible Department: Finance Department
Qualifications/Conditions: Applicant must reside within the city limits and must be qualified elector of the City, and shall not be elected officials or current City employees. It is highly desirable, but not required, that Citizens’ Oversight Committee members have professional experience in accounting, finance, engineering, or related discipline (including construction), and/or own or manage a business located in San Marcos.

Financial Disclosure: Must submit Conflict of Interest statements (FPPC Form 700)
Training: City staff provides an initial orientation and ethics training in accordance with State law
