The City has wait list participants through Fiscal Year 2025/26 and a very limited amount of funding. Once the wait list is reduced to two-years, the wait list will reopen and this webpage will be updated.
The Home Rehabilitation Loan Program provides loans to eligible homeowners of manufactured and single-family homes with the following goals:
- Correct basic health and safety deficiencies to maintain safe homes
- Assist seniors to age in-place and to help persons with disabilities remain in their home
- Preserve and improve the quality of the City's housing stock
EligibilityTo be eligible, homeowners may not earn more than 80% of the San Diego County's Area Median (average) Income (AMI), adjusted for family size. Homes must be owner-occupied manufactured or single-family homes located within the city limits of the City of San Marcos. The after rehabilitation value of the home may not exceed $312,000.
The maximum loan amount in the Residential Rehabilitation Loan Program is $20,000. The minimum loan amount is $3,000.
Manufactured home loans are zero-interest, deferred payment loans and single-family home loans are three-percent interest (3%) deferred payment loans. The loan is repaid to the City of San Marcos when the property is leased, sold or transferred to a new owner, property is no longer occupied by the borrower as their primary residence or the manufactured home is moved outside the City limits.
